The paper introduces the EuroFEM Toolkit, which has been developed to mobilise women in local and regional development. The toolkit is a collection of methods and stories taken from women's projects in European member states and is aimed at supporting, encouraging and facilitating women's involvement in every sector of local and regional development. The paper sets out the emerging debate around the role and participation of women in local and regional development, women as beneficiaries of policy initiatives as well as recent attempts to instigate change. Specifically, the paper draws on a wide range of examples, which provide a rich variety of approaches to building women's capacity in both southern as well as northern Europe.
