The Central Bureau of Statistics (CBS) underwent a profound change, from a rigid government organization into a client-focused public service. It soon realized its need for a physical work environment that would serve as a professional tool, to support its new organizational culture and work methods. This view was reflected in the choice of an “intelligent” building: the building technical systems allow introduction of modern data communication systems, the open-office layout supports teamwork, and the overall interior design enhances the quality of life for all workers. This view of the environment as a professional tool also underlined the CBS’s active involvement, over the next three years, in the physical design process.
