The field of urban ambiance has been developed in Brazil, in cooperation with France, since 2002. With an open interdisciplinary qualitative conception, the notion of ambience brings as a contribution the emancipation of normative perspectives that have traditionally characterized the environment in terms of purely physical measure that seeks to model or simulate in view of essentially technical and instrumental problems. The notion of ambience re-introduces a qualitative approach to the environment by stressing the activity of the subject, the perception and the role of social practices in understanding and designing a particular space, which leads to reconsidering the place of perception in the ordinary experience of the citizens and recognizing it as an active part in the production of their own ambience. This paper presents the experience and some results in the incorporation of the concept of ambience in the studies and intervention projects aimed at environmental policies within CETESB, organ of the State Department of Environment. Thus, it appears that environmental studies have shown, in general, a fragmented approach of human beings and their actions, as the legislation itself has split the environmental reality in the dimensions of physical and biotic natural phenomena and placed in a package called “human environment” the social, economic, cultural, demographic, anthropological, historical, etc aspects. Hence, those environmental studies reveal imbalance among the surveys of resources: physical, biotic and anthropic. The first ones highly detailed, with specific methodologies previously tried to carry them out. But for the human environment studies are targeted, descriptive and not conclusive as to the social dynamics, because this reality is not conceived as a process, the residents are considered mere passive recipients of actions and easily adaptable to new conditions disregarding them as citizens and social agents. Finally, these studies do not give visibility to the lives of people and their interaction with their biophysical environment and the methodologies that have emerged reinforce an analytical fragmentation of reality which in turn has gained a new look. And the notion of ambience allows that new look as it brings the realization that those multiple dimensions can not be separated, which empowers it to fundamental articulations in order to understand the city and urban space in the multiple dimensions involved: technical, cultural, social, legal, economic, among others, which in turn requires a multi and in- terdisciplinary work, calling for the intersectoral and inter-institutional partnership. These discussions and analysis of environmental studies from the perspective of the ambiance field resulted in an important step regarding cases of licensing under the responsibility of CETESB, with the introduction of some instruments in the analysis of socio environmental impacts, such as the obligatory presentation of the Communication Plan with the Community and the Environmental Education Program by the entrepreneur at the stage of the previous license. Another result refers to the creation of an inter-institutional and multidisciplinary working group in order to operationalize the comprehensive and large vision and approach that the field of ambiance offers and which are very important for the formulation and implementation of a new Public Policy.
